Minimum Qualifications
Must have at least six (6) years of progressively responsible experience processing local government data, including the following (which may be concurrent):
- At least two (2) years of experience in assisting local officials or justices in filing required reports and processing reported information.
An Associate's Degree may be substituted for two (2) years of general experience.
A Bachelor's degree may be substituted for four (4) years of the general experience.
A Master’s degree in a closely related field may be substituted for one (1) year of the general experience.
Duties
JCF Business Process Analysis and Development
Under the general direction of the Project Assistant (Change Management Supervisor) (SG-23) the Project Assistant (Change Management) (SG-18) will be responsible for, but not limited to, participating as part of the Justice Court Project Team through all aspects of completing the JCF Project which includes:
- Using knowledge and experience of current JCF processing and reporting, work with SME Team, Operations Team, Developers and Business Analysis Team to explore and develop the functional business requirements, workflow processes, validation and business rules and reporting requirements that will contribute to operational efficiencies in the new JCF system.
- Participating in one or more subgroups responsible for designing test plans and executing testing of application components and supporting system functionality.
- Using knowledge and experience of current JCF processing and reporting and what data needs other LGSA work units require, ensure that the new JCF requirements and functionality are included to meet their needs and prove useful to them.
- Using knowledge and experience of current JCF processing and reporting and what data needs and reporting requirements users and other external stakeholders have and ensure that the new JCF requirements and functionality are included to meet their needs and prove useful to them.
- Assisting in project activities with internal and external customers and stakeholders, including canvassing input, round table discussions, system/application demonstrations or other formats utilized for information gathering and data sharing.
- Ensuring that issues and concepts identified during requirement elicitation and other work sessions are brought to the Team management for discussion and decision-making.
- Providing financial data knowledge and guidance to ensure that Communication and Outreach efforts are developed and include a focus for both internal and external stakeholders.
- Reviewing and analyzing legacy data for the purpose of data cleansing, data mapping and data transformation in support of the new business processes.
Business Process Improvements and Change Management
- Transferring knowledge accumulated during this project to operations staff.
- Analyzing and identifying opportunities for re-engineering core business processes to streamline operations and/or to improve customer service.
- Maintaining a current understanding of JCF issues and practices, coordinating with and supporting as needed the Unit operations staff responsible for the ongoing activities of the Justice Court Fund Unit.
- Working directly with justices to examine and analyze a variety of reports and data submitted to ensure that the new JCF system will adequately capture similar data.
Communication and Training
- Ensure that any changes to accounting and auditing standards, legislation impacting local government reporting or OSC’s strategic direction that may occur are considered and incorporated into design requirements.
- Assist in ensuring that training efforts for local government officials and LGSA staff are developed and scheduled for presentation in a timely manner as functionality is prepared to go live.
Effectively communicate with Team members and Management about project tasks, activities, expectations, and decision points.
Additional Comments: This position can be assigned to our Central Office in Albany or any of our Regional Offices. Travel to Albany, other Regional Offices, or other locations in NYS may be required.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
